If they had the center gauge cluster out, chances are it has not been re-installed properly. The wipers on these cars work differently from most, due to the fiberglass bodywork. The wiper switch at the top of the center gauge cluster MUST be grounded. The switch provides the ground for the wiper motor, so if the switch is not grounded.....the wipers won't work. The switch normally grounds thru the metal of the gauge cluster bezel, and the screws that hold it to the metal bracketry that hold the cluster. 9 times out of 10 when the bezel is removed, and replaced, the screws holding it somehow just do not make a good ground anymore. Best way to solve the problem permanently is to run a short ground jumper wire from a good clean spot on the metal bracket, to one of the screws that hold the wiper switch to the bezel. Then you know the switch itself has a good ground, and can provide the same to the wiper motor circuit. I might also suspect the bezel may have been broken at the very thin area on the bezel sides just below the air vent area...it's easy to do. If it is broke, the top screws will not have any path to a ground anymore. Best to just run a separate ground to the switch. You will need to remove the bezel to get to the switch and run a ground. Test the theory by runining a jumper to the switch body from a  known good ground, and see if your wipers start working again. If so, you have found the problem.

I have a detailed diagnostics for the wiper systems on these cars, but it is on another computer. I just got a new one a couple weeks ago, and just haven't had time to go thru all of the crap I have and transfer file like that yet. Once I do, I'll send you the entire file via email. 😉
