Yes, I always wave.  Get a response about 50%.  Older vettes are better than newer vettes.

I wave, sometimes toot. If the top is down, I get a hand. If windows up and top up/on, not often. Depends on what I'm driving if they respond. The new ones can't see in or out, except windshield. Not sure if they see me.

In last week's NCOA (National Corvette Owners Association) newsletter there was a link to a discussion of this.  I went to get the link and the page has been taken down.  Guess some feathers were ruffled.

Everytime I see one and am in the Vette, wave happens.  Older Vettes respond 70-80 % of the time.  Can't tell on the newer ones.
